Resolution on Hilal Sighting

The following resolution was presented and adopted at conference on Hilal Sighting, Sunday, May 28, 2006, held at Masjid al-Abidin in New York.

All praise to Allah (Subhanahu wa Ta’la) and Darood and Salaam on our beloved Prophet Muhammad (Sallallahu Alhe wa Sallam). We Muslim present here believe that our success in this life and in the life hereafter is in following the Qur’an and the Sunnah of Prophet Muhammad (s).

We believe we can achieve unity among the Muslim community regarding the starting of all Islamic months particularly Ramadan, Shawwal and the Eidain by following the Hilal sighting by naked eye in contiguous North America.

We believe the Shahada or reporting of Hilal sighting has to meet the criteria of the Shari’a, i.e.:

1) If Hilal is sighted by a Muslim at point A in North America, then same Hilal has to be seen on the west of point A if weather permits.

2) If Hilal is sighted by a Jumme Ghafir (10 and more Muslims) at point A and the visibility of the Hilal was expected then the Shahada will be acceptable.

3) If the reports of Hilal sighting contradict the astronomical facts then these reports will not be acceptable. There is no Hilal on the horizon at the sunset if elongation is 7 or less than 7 degrees. Moreover, the Hilal will be visible when the Hilal visibility curve passes over North America.

We the Imams and Muslim leadership present here trust and have confidence in the Hilal Sighting Committee of North America to perform the task of Hilal sighting in a timely and professional manner.

The Shura of the Hilal Sighting Committee of North America that is consisting of Ulema of all schools of thought will make the final decision about the starting of the Islamic month with in 3 ½ hours after the sunset on the east coast if the Hilal is not sighted in the East and Midwest region of the US.

The Muslim astronomy experts (Br. Khalid Shaukat, Dr. Omar Afzal, Dr. M.A.K. Lodhi and Br. Zaheer Uddin) will collect the data about the Hilal sighting and will provide to the Shura after scrutinizing it.

The member Masajid and Islamic Centers will receive the decision of Hilal Sighting Committee of North America every month via e-mail. Moreover, they or non-member Masajid and Centers or any individual can benefit through our web site. May Allah accept these efforts for His Deen and keep us united on right path. Aameen.
